Animals are included because the concept of ahimsa includes both animals and humans as equally entitled to remain free from harm. Animal interests such as they are under dominion mean the right to be slaughtered humanely, the right to be exploited humanely and the right to be destroyed when human interests conflict with animal interests. Which explains why millions of homeless dogs are killed in so called shelters in the USA, while it is against the law to kill a healthy or treatable dog in India, even street dogs.
So long as dominion remains unchallenged and is preserved ‘animal interests’ in a judeo.christian nation will be limited and easily overridden by human interests.
Recently tourist carriage horses were banned in Delhi and Bombay… Despite a valiant effort, the movement to ban carriage horses was defeated in NYC because it would cause the drivers to lose their jobs. In other words the cruel working conditions of the horses as documented by long hours, a harsh and dangerous working environment and cramped living space was less important than the rights of their exploiters to benefit from the misery of the horses.
In India, it is acknowledged that humans have a right to livelihood, but not at the expense of cruelty to animals. This view exists in large part due to ahimsa:
