GODFREE ROBERTS—Under British rule, Hong Kong’s public had no say in political appointment and the Governor, who was Commander in Chief of military forces, could do anything short of sentencing people to death. Wiretaps didn’t require warrants; when police denied demonstration permits the courts could only review their paperwork; the legislature was a rubber stamp and there was no political opposition. Under Communist “oppression”, the courts review police decisions for reasonableness, citizens elect their legislators, the government has a political opposition, and the Chief Executive can neither declare martial law nor call out the military. Some things haven’t changed, however: it is still illegal in Hong Kong to join the Communist Party of China.

RAMIN MAZAHERI—Hong Kong police reported that 150 tear gas canisters, several rounds of rubber bullets, and 20 beanbag shots were fired during the only day of serious violence. Conversely, a damning annual report this month from French police reported that 19,000 rubber bullets were fired in 2018 (up 200% from 2017), as were 5,400 shock grenades (up 300%).
Two things are appalling here: Firstly, the French government fired – at their own people, mostly for protesting neoliberal austerity – over 6,000 rubber bullets and 1,500 shock grenades in 2017. Shockingly violent protests were “normal” in France long before the Yellow Vests. Second: The Yellow Vests didn’t arrive until the final 6 weeks of 2018 – therefore, the increases and totals for 2019 will likely be 4-5 times than the already huge increases in 2018.

THE SAKER—(Quoting AB Abrams) The partnership between Russia and China has become truly comprehensive, and is perhaps best exemplified by their military relations. From 2016 joint military exercises have involved the sharing of extremely sensitive informationon missile and early warning systems – one of the most well kept defense secrets of any nuclear power which even NATO powers do not share with one another. Russia’s defense sector has played a key role in the modernization of the Chinese People’s Liberation Army, while Chinese investment has been essential to allowing Russia to continue research and development on next generation systems needed to retain parity with the United States. There is reportedly cooperation between the two in developing next generation weapons technologies for systems such as hypersonic cruise and anti aircraft missiles and new strategic bombers and fighter jets which both states plan to field by the mid-2020s.
