When some time ago Noam Chomsky and I met at MIT, in order to write a book “On Western Terrorism: From Hiroshima to Drone Warfare” and to produce a film with the same title together, the topic we mainly aimed at discussing was that of the countless genocides the West has committed all over the world since the end of the WWII. The second topic was impunity.

But no matter what atrocities we re-visited, our conversation kept slipping towards one crucial theme: the propaganda that has been manufactured in media centers like New York, Paris, London and other North American and European cities; the propaganda created in order to twist both the past and the present. Without such brainwashing and the almost total indoctrination of the Western general public and the ‘elites’ in all of the ‘client’ states, no imperialist and neo-colonialist policies would have become truly successful—or even possible.

We spoke about US commercial advertising and its influence on German Nazi propaganda, and about Nazi propaganda methods influencing both the US and European propaganda-makers. Noam kept asking me about my childhood in socialist Czechoslovakia, and I explained to him, honestly, how indoctrinated I was as a teenager: not by the Communist dogmas, but by the BBC, the Voice of America and the Radio Free Europe – all of them relentlessly spreading the Western political and market gospel to all corners of the socialist world! Both Noam and I have created dozens of essays on the topic, as well as several books. My latest one, basically written about all the corners of the world where the Empire is spreading destruction, followed by indoctrination, has more than 800 pages, and is called “Exposing Lies of the Empire”.

And I always feel that even this massive book just touches the tip of the iceberg, that it is only a beginning!


[dropcap]W[/dropcap]estern propaganda is actually a perfect apparatus. It is effective and it is almost fully ‘bulletproof’. It ‘works’!

European empires have been refining it for many long centuries, and the European offspring – the United States – has elevated it to almost total perfection.

One precondition for its success is, of course, that the Western political and economic regime owns almost all the major media channels and distribution outlets of the world. Diversity can never be tolerated. It could smash the idiocy! (Many people are fooled by the sheer numbers of media available in the West: thousands of tv, radio stations, and newspapers around the world, believing that this enormous media universe—ostensibly free from government control— automatically guarantees diversity of information and opinion. Such people forget that practically all of these media, by reason of corporate ownership, march to the same ideological tune, supporting US-led global capitalism and imperialism in all its crimes, adventures and depredations, no matter how infamous. The public thus confuses “numerosity” with diversity.—Eds.)

Once this prerequisite is completed, things get relatively relaxed and cozy for the demagogues in Washington, London and Paris.

Here is just an example of how easy it is to smear a world leader who resists the imperialist designs of the Empire:

Imagine that one sunny morning, some 10 major newspapers and television stations declare that various anonymous but highly reliable sources in Moscow have informed them that the Russian President Vladimir Putin is a vampire!

This ‘news’ would fly all over the world. Many readers and viewers would at first roll around on the floor laughing, but some would not. And even several of those who found the information thoroughly bizarre and unbelievable would at some point realize that seeds of doubt were beginning to grow inside their brains: “OK, it is absurd, of course, but what if? What if? How awful that would be!”

But how can one really prove that he or she is not a vampire? Or how can one prove that he or she has not been visited by some evil extra-terrestrial flying saucers on several occasions?

At some point, the Russian President would feel that he had enough of the charade. He’d go to the best university clinic in Moscow, and ask for a certificate that clearly stated that he is not a vampire.

Several leading academics and doctors would get involved and produce a complex and thorough scientific conclusion, resolutely stating that President Putin is not a vampire.

Shocked by and reacting to the vulgarity demonstrated by the Western propaganda tsars, most of the Russian media outlets would offer some commonsense and logic: “Can’t we all see clearly that he cannot be a vampire? All his teeth are of approximately equal length, he socializes during the day, he does not sleep in a coffin, he eats garlic and he is not scared of crosses; be they Orthodox, Protestant or Catholic ones!”

Others would argue that there are actually no real vampires inhabiting our Planet.

This is when the Western mass media would go into overdrive. Sarcastically it would declare that the Russian academia, Russian doctors and Russian media cannot be trusted – they are all under the heel of the state, and on top of it they have been infiltrated by the nation’s secret services and former KGB agents.

The confusion has reached such an absurd level that even comedians perceived as "cutting edge", and "progressive", like Bill Maher, are actually champions of the corporatist status quo. Maher, for example, is a fierce supporter of Obama and Hillary.

There would still be some rational resistance: “No, ‘Vlad’ does not really sound like ‘Bran’, and anyway, nobody in Russia calls Mr. Putin ‘Vlad’ – only the Western media does.”

But such voices of reason would never reach the general public all over the world!

And on it goes.

In the end, a few billions of human brains would register and subconsciously store the ‘vampire theory’, and they would never again look at the President of Russia, or at his country, with the same eyes!


[dropcap]O[/dropcap]f course the Russian leadership is not the only one that the West is targeting.

There is a relentless flow of ‘shocking’ rumors and derogatory remarks made by the mainstream media against the President of China, of Byelorussia, against the leadership of Iran, South Africa, Eritrea, Zimbabwe, Syria, and North Korea, as well as against all the left-wing governments of Latin America.

After being repeated hundreds of times, the rumors, at least for many people, get confused with facts, and get accepted as facts.

When still leading Cuba, Fidel Castro was constantly ‘dying’ or ‘disappearing’. The North Korean government has been relentlessly portrayed as a desperate gang of bloodthirsty sexual maniacs, executing and raping all that moves. The ANC and especially President Zuma have done ‘nothing to close that staggering social divide in South Africa’. In South America, the pro-Western media outlets invented and then perfected a new lucrative industry: manufacturing corruption scandals and implicating in them virtually all of the popular socialist leaders.

Nihilism, darkest ‘news’, and scenarios have been force-fed to the public, in order to eradicate all the zeal and optimism that comes when one is building a great independent and egalitarian nation.

“I never forget that day,” an Eritrean cameraman exclaimed, during my visit to his country. “I had just finished an assignment inside the Presidential Palace. Then I met my friends and we were having coffee in front of the main gate. Suddenly the Western networks began broadcasting that ‘there is a coup in Asmara’. Social media went bananas. It was the “Breaking News” story everywhere. And here we were, right there, on a lazy sunny afternoon, in front of the Palace… I had just seen the President…. All was quiet! They just invented it, in order to get people out onto the streets! They were trying to manufacture a coup via their media outlets.”

It is mainly fear, implanted into the brains of its subjects and slaves; fear that allows the Empire to control almost the entire Planet. Often it is subconscious fear, but it is fear nevertheless. Fear can be that of the Empire as a whole, or of its might and brutality, or even of the alternatives, portrayed in the most unsavory and frightening colors by the propaganda.

In order to rule unopposed, one has to be feared! And one has to smear the alternatives. The task to spread fear, slander diversity and dissent, was given to the official media, academia and ‘artists’.

Of course the biggest ‘threat’ to the Empire has been the two sisters who were born under the same star, from the same mother called Humanism. Their names are Communism and Socialism. And I am not only talking about the Western Marxist concept. There are many great concepts that put life and the well-being of the people first, all over the world!

In fact, a few decades ago, it was becoming crystal clear that Western colonialism, imperialism and capitalism were finished. Their time was up! Socialism was the natural and logical way forward for most of humanity.

But then the West and its Empire fought back. They employed extreme violence and brutality, as well as cunning ‘divide and rule’ tactics. Tens of millions died, and progress was stopped, although hopefully, only for a limited period of time. And not everywhere!

One of many reasons why Russia is perceived as a great ‘threat’ is because it inherited the humanist and internationalist foreign policy of the Soviet Union. But, also because it itself is actually becoming socialist again (although it is moving in that direction by taking extremely short steps). Russia is recovering irreversibly from those dark days of the free marketer and West’s lackey, Boris Yeltsin.

Russia is also hated because it is setting the ‘wrong example’; proving to the world that one can develop and prosper without taking orders from the West, without serving its governments and corporations. Or more precisely: it can do it exactly because it broke itself free!

The demonization of Russia is relentless. Every little negative detail is multiplied and magnified by the mainstream media and film industry. The world’s public is being nourished by bizarre stereotypes and fabrications. And so one of the most compassionate, deep, artistic and passionate nations on Earth, Russia, is depicted as being cold, robotic, heartless and inherently evil.

Massive NATO military forces are now dispatched along Russia’s western border, and they include German troops. Periodically there are maneuvers and exercises, not far from the borderline. It is clearly a provocation, and it all brings back the horrific memories of the years right before World War II, the war in which the Russian nation lost between 25 and 30 million lives. A few hundred kilometers south, an old ally, in fact a Slavic sister, Ukraine, is being forced to confront Russia by its Western handlers, something that is being done against the will of the great majority of the Ukrainian people.

The US is heavily involved in the destabilizing of Central Asia, including a group of nations that used to form part of the Soviet Union.

But thanks to Machiavellian Western propaganda, it is actually Russia that is being portrayed as the aggressor and a danger to world peace!

And it is China—of all great nations—which is being depicted as some kind of a ruthless and unpredictable monster that is now ready to swallow the world! In fact China is an extremely predictable country, and any unbiased student of world history would clearly see how peacefully it has been behaving, for centuries!

But to ‘prove’ that China is not a Communist country, anymore, and at the same time that it is one of the greatest threats to world peace and ‘stability’ (read: to Western control of the World), is one of the most important tasks given to the Western media, academia and propaganda tsars by the Empire.

And they are succeeding! Indoctrination tactics are working flawlessly. The Western public is by now thoroughly brainwashed (at worst) or confused (at best) when it comes to China. In recent years I engaged hundreds of French, Italian, Spanish, German, British and Czech people in discussions about China, just to receive (with extremely few exceptions) a barrage of standardized, patronizing, mass-produced ‘opinions’. It often felt like talking to the people who were forced to live for decades under the Taliban or under the ‘spiritual guidance’ of some fundamentalist evangelical Protestant sect.

ChinaRising-amazonIn fact, China is both Communist (Communism or Socialism, but with Chinese characteristics) as it is breathtakingly successful! Analyzing this marvelous country, together with my China-based colleagues and comrades, I am coming to the conclusion that Beijing often uses “capitalist means in order to achieve socialist goals” (to borrow a quote from Jeff J Brown, which is actually the sub-title’ of his latest book).

And an enormous, independent, successful Communist or Socialist country – that is absolutely the worst nightmare for the Empire! It is something that has to be stopped, derailed, destroyed, isolated and demonized by all means!

Just as you would never hear that Indonesia, India, Rwanda and any of the other Empire’s allies and client nations, are in fact among the most brutal fascist ‘failed’ states around, and that the genocides in Papua, Kashmir and the Democratic Republic of Congo (DRC) are the bloodiest extermination campaigns anywhere in the world. I have worked in all these countries, intensively, I can testify. As this is being written, the people of Kashmir are being murdered and tortured. Right at this moment! I am wondering how many of my readers are aware of it?

[dropcap]P[/dropcap]erhaps I’m obsessed with “exposing lies of the Empire”. A second volume will soon follow my 820-page long book. I cannot stop traveling, investigating and amassing the evidence. Because I am shocked; because I am outraged and because there are so few, so desperately few people that are actually working in the most desperate parts of the world!

Virtually all stereotypes about the world that have been domesticated in the West are wrong, terribly wrong.

The story of the Russian Revolution is told in the most twisted way, and so is the story of the Ukrainian famine and of the gulags. Not everything is wrong, of course, but the facts and numbers are twisted. I will soon resume my work in the Russian Far East, to write on this subject.

The story of China is grotesquely wrong, from the Great March to the present day!

The story of Cambodia’s “Commie slaughter” under the Khmer Rouge is a thoroughly idiotic manipulation! The slaughter was there, but more people died from the US carpet-bombing, and then from being displaced from their farms by US mines and cluster ‘bombies’, than from Pol Pot’s atrocities. The great majority of Khmer Rouge men and women had nothing to do with Communism. They were just settling scores with the capitalists, which they saw as responsible for selling the country to the US, and for the bombing of the countryside. In the jungle, I recently met Pol Pot’s personal guard. He told me frankly that he was simply pissed off (the bombing killed his relatives), and had no clue what Communism was: “Pol Pot came and said ‘Communism! Let’s fight the traitors!’ And we did. How could someone call us a Communist country if we did not even know what Communism was?”

What we hardly ever hear is the most important story of mankind: the story of Western colonial plunders, of imposed slavery, genocides that lasted for centuries, of British-triggered famines that killed tens of millions in the Sub-Continent, of virtually the entire Europe and Christianity systematically committing global holocaust. We are not told that it actually happened, and that it is still going on and on and on!

In order to ‘shelter’ the Western public from the horrendous truth about the past and the present of their countries and culture, new and newer stories about those “evil others” are continually being invented and circulated.

Perhaps, soon, we will be really told that Mr. Putin is a vampire, or that Kim Jong Un is eating Korean virgins for breakfast. We may not be far from such a new wave of propaganda zeal.

It all makes sense: the more evil the Empire becomes; the more it has to smear its adversaries.

The mass media and Hollywood are asked to perform. And they do! Reality and fiction are now being systematically mixed, and everything gets blurred and finally the great confusion and intellectual chaos are managing to overwhelm both reason and logic.

The Empire is killing millions and destroying countries and continents. But California is falling off a cliff, and clouds of huge insects are invading the entire North America. While millions of alien terrorists are now engulfing the ‘tolerant’ and ‘democratic’ Europe! So what is more terrible? Plus there are those sinister monsters like Count Vlad and Comrade Kim, waiting with their daggers behind a corner!

Therefore, The Empire and its people have to ‘protect’ themselves. They have to be tough, even tougher than before! And to put their interests first! America (North America) first! Germany first! France first!

Primitive? Does it all sound primitive? Yes, certainly. But it works! At least for the Europeans and North Americans it does. And the rulers don’t give a damn what works or doesn’t for the rest of the Planet.

The Bill Clinton Legacy

With Bill Clinton’s 70th birthday on August 19, and with, of course, Hillary running for President, there has been a lot of talk about his “legacy.”  The Democrats of course try to place it in the most favourable light, which requires that they mainly focus on what he said, not actually what he did.  As for the Republicans, they of course ignore what he did (for, as we shall see below, he mainly carried out Republican policies), and focus on Clinton-and-sex (some real, some not) and economic/money scandals like ”Whitewater,” which itself actually never came to anything.  Indeed, the real Clinton record, on issues of importance, is an ideal example of the Duopoly at work.  After all, Clinton was the chairman of the Republican-lite Democratic Leadership Council in the 1980s.  And so when he got to the Presidency, after running a campaign that for the most part covered up his true agenda, he proceeded to go DLC all the way.

Despite all the “progressive talk,” “listening to Bernie,” and “listening to Elizabeth Warren,” there certainly are indications that if Hillary does become President she will follow a pathway similar to that followed by Bill, and indeed herself when she was ensconced in the White House.  There are those “Wall St.” speeches, the texts of which she still refuses to release; the “Wall St.” money she has pulled in; and indeed the Republican endorsements she is pulling in, in increasing numbers.  They cannot all be coming about simply because Trump is so awful (which of course he is).  And so, let’s turn to that “Clinton Legacy,” mainly on the domestic side.   

[dropcap]I[/dropcap] am presenting the elements of it that I find to be most important, but not necessarily in order of importance, for some would think that some are more important than others.  However, I think that most persons, from “true Democrat” on to “true socialist,” viewing this particular list would agree that they are all negative to a greater or lesser extent.  Or at least they would agree that I just happen to have picked out a bunch of negative ones (but I did have a hard time remembering any positive ones).  And so, in no particular order, here’s my list.

Following a Reagan decision of 1987, Bill Clinton confirmed the elimination of what was called the Fairness Doctrine that governed the use by private parties of the publicly owned radio and television waves in the United States.  This is what has led to the dominance of US radio in particular by the right-wing political talk that so reinforces the Repub. political agenda.   (By the way, Obama reinforced this elimination in 2011.)

Koresh and his sect proved the ineptitude of the Clinton regime when it came to dealing with actual policy at any real level, as opposed to criminal foreign policy or simply looting the public treasure for the benefit of his true constituency, the super-rich.

Clinton, aided and abetted by his totally inept Attorney General, Janet Reno, completely mis-handled the Waco affair, allowing the leader of a tiny religious sect called the Branch Dravidians, one David Koresh, to make himself into a national hero for the Christian Right and the gun industry.  Koresh was clearly violating gun laws.  Even a United Parcel Service driver knew that.  He should have been confronted and arrested right up front before he had the chance to develop his clear lunacy into a “movement.”  But the “Good Ol’ Boy” let the thing drag on until in the end it became a tragedy that was totally preventable.

Related to that one was his total failure to make an issue of Domestic Right-wing terrorism in re the Oklahoma City Bombing.  There was an extensive Federal investigation of the roles of Timothy McVeigh and Terry Nichols in the assault, but it never led to the broader investigation of the role and place of right-wing militias in this country, which has grown virtually non-stop ever since.  (A current inventory is provided by the Southern Poverty Law Center.)  A Republican-led Senate “investigation” of the Oklahoma City bombing, chaired by the man who gave us Clarence Thomas, Sen. Arlen Spector of Pennsylvania, led to two days of hearings at which one right-wing hate group after another was permitted to testify to how misunderstood and discriminated against they were.  Neither the Clinton Administration nor the Democratic minority in the Senate did anything to counter that travesty.  Again, the Duopoly at work.  We couldn’t have a serious attack on White Terrorism (e.g., Dylan Roof) back then any more than we can have it now.

Arlen Spector of Pennsylvania, led to two days of hearings at which one right-wing hate group after another was permitted to testify to how misunderstood and discriminated against they were.  Neither the Clinton Administration nor the Democratic minority in the Senate did anything to counter that travesty.

One could write a length of course about the Monica Lewinsky affair and its aftermath.  I won’t, here.  Except to say that there are two words that Clinton should have uttered when Lewinsky (it has been alleged) flashed him: “Secret Service.”  Of course, the whole Ken Starr-inspired impeachment thing could have been cut off at the pass had Clinton instructed Reno not to appoint that former law partner of the firm that was representing Paula Jones in her suit against Clinton, but that didn’t happen either, and we know what did.

Then there was Clinton’s failure to achieve health care reform.  (It happens that I know how poorly organized they were for that initiative, with Hillary supposedly at the helm, from the inside.  For I was what was known as a “Designated Speaker for the Clinton Health Plan.”)  I can tell you that although I did go out to community meetings in the spring of 1994, I also came home from the first “organizational meeting” that I attended at the White House in December, 1993 and told my wife at the time, “If this is how they are going to go about it, they are never going to get anything passed.”  Not only did they not, but that failure led to the Gingrich so-called “landslide” (in which GOP House candidates got 18% of the total eligible voters nationally while Democratic candidates got 17% [betcha didn’t know that, didya?])

Briefly, we can mention, among other things:

There was no fight-back on Whitewater, “travelgate,” etc., even though there was, as my College Classmate and first Clinton White House Counsel, Bernard Nussbaum, said, “no there there or anywhere,” from the beginning.


Like all US presidents—the nominal heads of the criminal committee that rules the US on behalf of the global plutocracy—Bill Clinton too, despite his carefully polished image of a happy-go-lucky liberal chap, is also a world-class war criminal. No president in recent memory has escaped that obligation, to engage in and sell high crimes, which is inherent in running the American empire. JFK did it, LBJ, did it, Nixon did it, Carter did it (in Afghanistan), and so on and so forth until we reach the culmination of American hypocrisy and lawlessness in the age of Clinton-Bush-Obama, and now possible another Clinton. It’s by any standard a ghastly period. Bill Clinton’s bloody hands came principally from his war against Yugoslavia.

[dropcap]T[/dropcap]here was the bombing of Serbia without UN sanction.  That set the precedent taken full advantage of by George W. Bush for the Iraq invasion.  (Unfortunately, Bush did not take advantage of a major Clinton success, the intelligence gathering and “black ops” that were behind the thwarting of both the 1998 “bombing 25 airliners over the Atlantic” plot and the “Millennium Bomb Plot” aimed at Los Angeles International Airport, either of which would have resulted in far more casualties than 9/11.  Of course we have a pretty good idea of why Bush didn’t do that, but that’s another story.)

Like two peas in a pod. Everything unites them; nothing separates them. George Bush never pretended to be anything but the shamelessly biased plutocrat that he is, but Bill Clinton wrapped himself in the mantle of progressive populism.

On gay rights, there were the continuation of discrimination against gay and lesbian service people under the so-called “Don’t Ask; Don’t Tell” doctrine, as well as the “Defense of Marriage Act” which defined marriage at the Federal level as “between one man and one woman” and extended that authority to state governments as well.

Then there was the repeal of “welfare as we know it,” that is the end of the Aid to Families with Dependent Children Program (which, despite Reagan’s “welfare Queens” spiel, served more whites than non-whites, [betcha didn’t know that either]).  Of course, that legislation does not prevent the ongoing GOP screams about what now is a virtually non-existent Federal welfare program except for the one focused on providing food stamps that feed both the hungry and the food industry, and the limited “temporary assistance” program.

It was the “Three Strikes and You’re Out” law, strongly supported by President Clinton (and then-Senator Joe Biden as well) that led to the current disaster of mass incarceration, resulting from, among other things, the expansion  of the “drug war.”

Much of this was subsumed by Clinton’s infamous announcement, in his 1996 State of the Union Address, that the “era of big government is over.”  This full extension of Reaganite social and economic policy of course applied only to national domestic spending, not such areas as the expansion of the draconian “drug war:” a prime example of big government intruding into choices of personal behavior.

In the economic realm, but again also just briefly here, there were the likely two most important actions/disasters of the Clinton Administration, each of which has played a direct role in the continuation and indeed strengthening of Reaganomics and the increasing stranglehold that the GOP has over fiscal policy.  First was the Repeal of the Depression Era Glass-Steagall Act (interestingly enough, they were both Southerners) that had separated commercial and investment banking.  That repeal of course led directly to the Crash of 2008 from which millions of people on this country have never recovered and likely never will.  Second, there were NAFTA (actually, Clinton just gave in to following through on a George H.W. Bush initiative — the Duopoly at work) and the World Trade Organization initiatives, which led to the massive export of US capital to countries with (much) cheaper labor and that “massive whooshing sound” of job outflow that Ross Perot referred to in the 1992 Presidential Election Campaign).  One could write a whole column about those two, of course.   

They have led invariably to the decline of US manufacturing, the parallel decline of US trade unionism, the creation of the permanent army of the unemployed, the ever-widening gap between the poor and everyone else, the increasingly creative use of the tax code to support the use of overseas so-called “tax shelters” that enable the avoidance of the payment of billions of dollars in taxes, and so on and so forth.  And who is taking advantage of all these negative outcomes of Republican policies that have been further promoted by Democratic Duopolists?  Indeed, Trump, as intellectually limited as he is, has been able to exploit so well what I have called “Republican Genius.”

Some legacy, eh wot?  Clinton’s policies led to long-range disaster on the domestic side, while Bush’s led to long-range disaster on the foreign policy side.  No wonder they seem to get along so well with each other when they meet at various galas.  Indeed, there is every chance that the first Clinton Presidency could be an overture to a second one.  And not an overture by either Mozart or Rossini, either.

NED, the Legal Window of the CIA

For 30 years, the National Endowment for Democracy (NED) has been sub-contracting the legal part of illegal CIA operations. Without rousing suspicions, it has put in place the biggest network of corruption in the world, bribing trade unions and management syndicates , political parties both on both the Right and Left so that they defend the interests of the United States instead of their members. In this article, Thierry Meyssan describes the extent of this system.

NED-CIA

In 2006, Kremlin denounced the proliferation of foreign associations in Russia, some of which would have participated in a secret plan, orchestrated by the National Endowment for Democracy (NED), to destabilise the country. To prevent a “colour revolution”, Vladislav Surkov drew up strict regulation over these non-governmental organizations (NGOs). In the West, this administrative framework was described as a “fresh assault on freedom of association by Putin the “Dictator” and his adviser”.

This policy has been followed by other States who in their turn, have been labelled by the international press as “dictators”.

The US government guarantees that it is working towards “promoting democracy all over the world”. It claims that the US Congress can subsidize NED and that NED can, in turn and wholly independently, help directly or indirectly, associations, political parties or trade unions, working in this sense anywhere in the world. The NGOs being, as their name suggests, “non-governmental” can take political initiatives that ambassadors could not assume without violating the sovereignty of the States that receive them. The crux of the matter lies here: NED and the network of NGOs that it finances: are they initiatives of civil society unjustly repressed by the Kremlin or covers of the US Secret Services caught red-handed in interference?

In order to respond to this question, we are going to return to the origins and function of NED. But our first step must be to analyze the meaning of this official US project: “exporting democracy”.

What Democracy?

The US, as a people, subscribes to the ideology of their founding fathers. They think of themselves as a colony that has come from Europe to establish a city obeying God. They see their country as “a light on the mountain” in the words of Saint Mathew, adopted for two centuries by most of their presidents in their political speeches. The US would be a model nation, shining on top of a hill, illuminating the entire world. And all other people in the world would hope to emulate this model to reach their well-being.

For the people of United States, this very naïve belief implies without more that their country is an exemplary democracy and that they have a messianic duty to superimpose it on the rest of the world. While Saint Mathew envisaged propagating faith exclusively through the example of a righteous life, the founding fathers of the United States thought of illumination and propagating their faith in terms of regime change. The English puritans beheaded Charles I before fleeing to the Netherlands and the Americas, then the patriots of the New World rejected the authority of King George III of England, proclaiming the independence of the United States.

Impregnated by this national mythology, the people of the United States do not perceive their government’s foreign policy as a form of imperialism. In their eyes, it is all the more legitimate to topple a government that has the ambition to take the form of a model which is different from theirs and thus evil. In the same way, they are persuaded that due to the messianic mission that has been thrust upon them, they have arrived to impose democracy by force in the countries that they have occupied. For example, at school they learn that GIs brought democracy to Germany. They do not know that history indicates quite the opposite: their government helped Hitler to topple the Republic of Weimar and set up a military regime to fight the Soviets. This irrational ideology prevents them from challenging the nature of their institutions and the absurd concept of a “forced democracy”.

Now, according to President Abraham Lincoln’s formula, “democracy is the government of the people, by the people for the people”.

From this point of view, the United States is not a democracy but a hybrid system where executive power is returned to the oligarchy, while the people limit its arbitrary exercise through legislative and judicial powers that can check it. Indeed, while the people elect Congress and some judges, it is the states of the federation that elect executive power and the latter appoints the high judges. Although citizens have been called to determine their choice of president, their vote on this matter only operates as a ratification, as the Supreme Court pointed out in 2000, in Gore v. Bush. The US Constitution does not recognize that the people are sovereign, because power is divided between them and a federation of states, in other words, between the leaders of the community.

As an aside, we observe that in contrast, the Russian Federation’s Constitution is democratic – on paper at least. It declares: “the holder of sovereignty and the sole source of power in the Russian Federation is its multinational people.” (Title I, Ch. 1, art.3).

This intellectual context explains that the US supports its government when it announces that it wants “to export democracy”, even if, its own constitution signals that it is not one. But it is difficult to see how it could export something it does not possess and does not wish to have at home.

For the last thirty years, this contradiction has been supported by NED and given specific form through destabilizing a number of States. With a smile that a clean conscience blesses upon them, thousands of activists and gullible NGOs have violated the people’s sovereignty.

A Pluralist and Independent Foundation

In his famous speech on 8 June 1982 before the British Parliament, President Reagan denounces the USSR as “the empire of evil” and proposes to come to the aid of dissidents over there and elsewhere. He declared: “We need to create the necessary infrastructure for democracy: freedom of the press, trade unions, political parties and universities. This will allow people the freedom to choose the best path for them to develop their culture and to resolve their disputes peacefully”. On this consensual basis of the struggle against tyranny, a commission of bipartisan reflection sponsored the establishment of NED at Washington. This was established by Congress in November 1983 and immediately financed.

The Foundation subsidizes four independent structures that redistribute money abroad, making it available to associations, trade unions and members of the ruling class, and parties on the right and left. They are:

- Centre for International Private Enterprise (CIPE), managed by the US Chamber of Commerce;
- International Republican Institute (IRI), run by the Republican Party;
- National Democratic Institute for International Affairs (NDI), run by the Democratic Party.

Presented in this manner, NED and its four tentacles appear to be anchored in civil society, reflecting social diversity and political pluralism. Funded by the US people, through Congress, they would have worked to a universal ideal. They would be completely independent of the Presidential Administration. And their transparent action could not be a mask for secret operations serving undeclared national interests.

The reality is completely different.

In 1982, Ronald Reagan established NED in partnership with the United Kingdom and Australia to topple the “Evil Empire”.

A Drama produced by the CIA, MI6 and ASIS

[dropcap]R[/dropcap]onald Reagan’s speech in London took place in the aftermath of scandals surrounding revelations by Congressional Committees enquiring into the CIA’s dirty-trick coups. Congress then forbids the Agency to organize further coups d’etat to win markets. Meanwhile, in the White House, the National Security Council (NSC) looks to put in place other tools to circumvent this prohibition.

The Commission of Bipartisan Reflection was established prior to Ronald Reagan’s speech, although it only officially received a mandate from the White House afterwards. This means it is not responding to grandiloquent presidential ambitions but precedes them. Therefore, Reagan’s speech is only rhetorical dressing of decisions already taken in principle, and meant to be implemented by the Bipartisan Commission.

The Chair of the Bipartisan Commission was the US Special Representative for Trade, who indicates that she did not envisage promoting democracy but, according to current terminology, “market democracy”. This strange concept is in keeping with the US model: an economic and financial oligarchy imposes its political choices through the markets and a federal state, while parliamentarians and judges elected by the people protect individuals from arbitrary government.

Three of NED’s four peripheral organizations were formed for the occasion. However, there was no need to establish the fourth, a trade union (ACILS). This was set up at the end of the Second World War even though it changed its name in 1978 when its subordination to the CIA was unmasked. From this we can extract the conclusion that the CIPE, IRI and NDI were not born spontaneously but were engineered into being by the CIA.

Furthermore, although NED is an association under US law, it is not a tool of the CIA alone, but an instrument shared with British services (which is why Reagan announced its creation in London) and the Australian services. This key point is often glossed over without comment. However, it is validated by messages of congratulations by Prime Ministers Tony Blair and John Howard during the 20th anniversary of the so-called “NGO”. NED and its tentacles are organs of an Anglo-Saxon military pact linking London, Washington and Canberra; the same goes for Echelon, the electronic interception network. This provision can be required not only by the CIA but also by the British MI6 and the Australian ASIS.

To conceal this reality, NED has stimulated among its allies the creation of similar organizations that work with it. In 1988, Canada is fitted out with a centre Droits & Démocratie, which has a special focus first on Haiti, then Afghanistan. In 1991, the United Kingdom established the Westminster Foundation for Democracy (WFD). The functioning of this public body is modelled on NED: its administration is entrusted to political parties (eight delegates: three for the Conservative Party; three for the Labour Party; and one for the Liberal Party and one for the other parties represented in Parliament). WFD has done a lot of work in Eastern Europe. Indeed in 2001, the European Union is equipped with a European Instrument for Democracy and Human Rights (EIDHR), which arouses less suspicion than its counterparts. This office is EuropAid, led by a high official as powerful as he is unknown: the Dutchman, Jacobus Richelle.

[dropcap]W[/dropcap]hen US parliamentarians voted for the establishment of NED on 22 November 1983, they did not know that it already existed in secret pursuant to a Presidential Directive dated 14 January.

This document, only declassified two decades later, organizes “public diplomacy” a politically correct expression to designate propaganda. It establishes at the White House working groups within the National Security Council. One of these is tasked with leading NED.

Consequently, the Board of Directors of the Foundation is only a transmission belt of the NSC. To maintain appearances, it has been agreed that, as a general rule, CIA agents and former agents could not be appointed to the board of directors.

Things are nonetheless no more transparent. Most high officials that have played a central role in the National Security Council have been NED directors. Such are the examples of Henry Kissinger, Franck Carlucci, Zbigniew Brzezinski, or even Paul Wolfowitz; personalities that will not remain in history as idealists of democracy, but as cynical strategists of violence.

The Foundation’s budget cannot be interpreted in isolation because it receives instructions from the NSC to lead action as part of vast inter-agency operations. It merits mention that funds are released from the International Aid Agency (USAID), without being recorded in NED’s balance sheet, simply for “non-governmentalizing”. Furthermore, the Foundation receives money indirectly money the CIA, after it has been laundered by private intermediaries such as the Smith Richardson Foundation, the John M. Olin Foundation or even the Lynde and Harry Bradley Foundation.

To evaluate the extent of this programme, we would need to combine the NED’s budget with the corresponding sub-budgets of the Department of State, USAID, the CIA and the Department of Defense. Today, such an estimation is impossible.

Nonetheless, certain elements we know give us an idea of its importance. During the last five years, the United States has spent more than one billion dollars on associations and parties in Libya, a small state of 4 million inhabitants. Overall, half of this manna was released publicly by the State Department, USAID and NED; the other half had been secretly paid by the CIA and the Department of Defence. This example allows us to extrapolate the US’s general budget for institutional corruption that amounts to tens of billions of dollars annually. Furthermore, the equivalent programme of the European Union that is entirely public and provides for the integration of US actions, is 7 billion euro per year.

Ultimately, NED’s legal structure and volume of its official budget are only baits. In essence, it is not an independent organization for legal actions previously entrusted to the CIA, but it is a window through which the NSC gives the orders to carry out legal elements of illegal operations.

The Trotskyite Strategy

[dropcap]W[/dropcap]hen it was being set up (1984), NED was chaired by Allen Weinstein, then by John Richardson for four years (1984-88), finally by Carl Gershman (from 1998).

These three men have three things in common:

- They have worked at Freedom House.

There is a logic in this: hatred of Stalinism led some Trotskyites to join the CIA to fight the Soviets. They brought with them the theory of global power, by transposing it to the “colour revolutions” and to “democratisation”. They have simply displaced the Trotsky vulgate by applying it to the cultural battle analysed by Antonio Gramsci: power is exercised psychologically rather than by force. To govern the masses, the elite has to first inculcate an ideology that programmes their acceptance of the power that dominates it.

The American Centre for the Solidarity of Workers (ACILS)

Known also as Solidarity Centre, ACILS, a trade union branch of NED, is easily its principal channel. It distributes more than half the Foundation’s donations. It has replaced the previous organizations that served during the Cold War to organize non-communist trade unions in the world, from Vietnam to Angola, by-passing France and Chile.

The fact trade unions were chosen to cover this CIA programme is a rare perversity. Far from the Marxist slogan, “Proletariats from all countries – unite”, ACILS brings together US working class trade unions in an imperialism that crushes workers in other countries.

This subsidiary was led by Irving Brown, a flamboyant personality, from 1948 until his death in 1989.

In 1981, Irving Brown places Jean-Claude Mailly as an assistant to André Bergeron, the Secretary General of the Force Ouvrière (FO). The latter will acknowledge financing its activities thanks to the CIA. In 2004, Mailly becomes the Secretary General of the FO.

Some authors swear that Brown was the son of a white Russian, a companion of Alexander Kerensky. What we know for sure, is that he was an OSS agent, (i.e. an agent of the US intelligence service during the Second World War); and he participated in establishing the CIA and NATO’s Gladio network. However, he refused to lead it, preferring to focus on his area of expertise, trade unions. He was based at Rome, then Paris and never at Washington. So he had a significant impact on Italian and French public life. At the end of his life, he also boasts that he did not stop directing the French trade union, Force Ouvrière behind the scenes, and that he pulled the strings of the Student trade union UNI (where the following are active: Nicolas Sarkozy and his ministers François Fillon, Xavier Darcos, Hervé Morin and Michèle Alliot-Marie, as well as the President of the National Assembly, Bernard Accoyer and the President of the majoritarian parliamentary group, Jean-François Copé), and to have personally formed on the left, members of a Trotsky-ite break away group which included Jean-Christophe Cambadelis and the future Prime Minister Lionel Jospin.

At the end of the nineties, members of the confederation AFL-CIO requested accounts of ACILS’s actual activity, while its criminal character had been fully documented in a number of countries. One could have thought that things would have changed after this great outpouring. Nothing of the sort occurs. In 2002 and 2004, ACILS has participated actively in a failed coup d’Etat in Venezuela to oust President Hugo Chavez and in a successful one in Haiti in toppling Jean-Bertrand Aristide.

Today, ACILS is directed by John Sweeney, the former president of the confederation AFL-CIO, which itself also originates from the Trotskyite Party – Social Democrats USA.

The Centre for International Private Enterprise (CIPE)

CIPE focuses on the dissemination of liberal capitalist ideology and the struggle against corruption.

The first success of CIPE: transforming in 1987 the European Management Forum (a club of CEOs of big European companies) into the World Economic Forum (the club of transnational ruling class). The big annual meeting of the world’s economic and political who’s who in the Davos Swiss ski resort contributed to creating a class membership that transcended national identity. CIPE makes sure that it does not have any structural ties with the Davos Forum, and it is not possible – for the moment – to prove that the World Economic Forum is an instrument of the CIA. On the contrary, the heads of Davos would have much difficulty explaining why certain political leaders have chosen their Economic Forum as the locus for acts of the highest importance if there were not operations planned by the US NSC. For example:
- 1989: it is at Davos that the two Koreas on the one hand held their first summit at the ministerial level and the two Germany’s on the other hand held their first summit on the reunification.
- 1992: it is again at Davos that Frederik de Klerk and the freed Nelson Mandela come together to present their common project for South Africa for the first time abroad.
- 1994: still more improbable, it is at Davos, after the Oslo Accord, that Shimon Peres and Yasser Arafat come to negotiate and sign its application to Gaza and Jericho.

The connection between Washington and the Forum is notoriously through Susan K. Reardon, former director of the Association of Professional Employees of the Department of State, having become director of the Foundation of the US Chamber of Commerce which manages CIPE.

The other success of the Centre for International Private Business is Transparency International. This “NGO” was officially established by Michael J. Hershman, an officer of US military intelligence. He is furthermore, a CIPE director and today Head of Recruitment of FBI informants as well as Managing Director of the private intelligence service Fairfax Group.

Transparency International is first and foremost a cover for economic intelligence activities by the CIA. It is also a media tool to compel states to change their legislation to guarantee open markets.

To mask the origin of Transparency International, the CIPE makes and appeal to the savoir-faire of the former press officer of the World Bank, the neo-conservative Frank Vogl. The latter had put in place a Committee of individuals that have contributed to creating the impression that it is an association born of civil society. This window-dressing committee is led by Peter Eigen, former World Bank Director in East Africa. In 2004 and 2009, his wife was the SPD candidate for the Presidency of the German Federal Republic.

Transparency International’s work serves US interests and cannot be relied upon. Thus in 2008, this pseudo NGO denounced that PDVSA, Venezuela’s public oil company, was corrupt; and on the basis of false information, placed it last in its global rankings of public companies. The goal was evidently to sabotage the reputation of a company that constitutes the economic foundation of the anti – imperialist policy of President Hugo Chavez. Caught in the act of poisoning, Transparency International refused to respond to questions from the Latin American press and to correct its report. Furthermore, it is astonishing when we recall that Pedro Carmona, the CIPE correspondent at Venezuela, had been briefly put in power by the USA, during a failed coup d’Etat in 2002 to oust Hugo Chavez.

To some extent, focussing attention on economic corruption enables Transparency International to mask NED’s activities: corrupting the ruling elite for Anglo-Saxon advantage.

The International Republican Institute (IRI) and the National Democratic Institute for International Affairs (NDI)

The goal of IRI is to corrupt the parties of the Right, while the NDI deals with left wing parties. The first is chaired by John McCain, the second by Madeleine Albright. So these two personalities should not be considered ordinary politicians, a leader of the opposition and a retired dean. Rather, as active leaders of the NSC programmes.

To contextualize the principal political parties in the world, IRI and NDI have renounced their control over l’Internationale libérale and l’Internationale socialiste. They have thus created rival organizations: the International Democratic Union (IDU) and the Alliance for Democrats (AD). The first is chaired by the Australian, John Howard. The Russian, Leonid Gozman of Just cause (Правое дело) is its vice-president. The second is led by the Italian Gianni Vernetti and co-chaired by the Frenchman, François Bayrou.

IRI and NDI are also supported also by political foundations linking them to big political parties in Europe (six in Germany, two in France, one in the Netherlands and another one in Sweden). Furthermore, some operations have been sub-contracted to mysterious private companies such as Democracy International Inc which has organized the recent rigged elections in Afghanistan.

[dropcap]A[/dropcap]ll this leaves a bitter taste. The US has corrupted most of the big political parties and trade unions all over the world. For sure, the “democracy” that they promote consists in discussing local questions in each country – hardly ever societal questions such as women’s rights or gay rights – and it is aligned with Washington on all international issues. The electoral campaigns have become shows where NED picks the cast by providing the necessary financial means to some and not to others. Even the notion of variation has lost meaning since NED promotes alternatively one camp or another provided it follows the same foreign and defense policy.

Today, in the European Union and elsewhere, one laments the crisis of democracy. Those responsible for this are clearly NED and the US. And how do we classify a regime such as the US regime where the Leader of the Opposition, John McCain, is in fact a leader of the National Security Council? Surely not as a democracy.

The Balance of the System

Over time, USAID, NED, their satellite institutions and their intermediary foundations have produced an unwieldy and greedy bureaucracy. Each year, when Congress votes on the NED’s budget, animated debates arise on the inefficiency of this tentacular system and rumours that funds have been appropriated to benefit US politicians in charge of administering them.

To achieve sound management, a number of studies have been commissioned to quantify the impact of these financial flows. Experts have compared the sums allocated in each state and the democratic ranking of these states by Freedom House. Then they calculated how much they needed to spend (in dollars) per inhabitant to improve the democratic ranking of a State by a point.

Of course, all this is only an attempt at self-justification. The idea of establishing a democratic mark is not scientific. In some ways, it is totalitarian, for it assumes that there is only one form of democratic institutions. In other ways, it is infantile for it established a list of disparate criteria which it will measure with fictional coefficients to transform a social complexity into a single figure.

Furthermore, the vast majority of these studies conclude that it is a failure: although the number of democracies in the world has increased, there would be no link between democratic progress and regression on the one hand and the sums spent by the NSC on the other. On the contrary, it confirms that the real objectives have nothing to do with those indicated. However, those running USAID cite a study by Vanderbilt University, according to which only the NED operations co-financed by USAID have been effective because USAID manages its budget rigorously. Thus it is not surprising that this individual study has been financed by …. USAID.

Be that as it may, in 2003, on its twentieth anniversary, NED drew up a political account of its action, evidencing that it has financed more than 6,000 political and social organizations in the world, a figure that has not stopped increasing from that time. NED claims to have single-handedly set up the trade union Solidarnoc in Poland, Charter 77 in Czechoslovakia and Otpor in Serbia. It was pleased that it had created from scratch Radio B92 or the daily Oslobodjenje in the former Yugoslavia and a series of new independent media in the “liberated” Iraq.

This resulted in more than 4,000 deaths to hoist the Muslim Brotherhood to power.

Changing Cover

[dropcap]A[/dropcap]fter experiencing global success, the rhetoric of democratization no longer convinces. By using it in all circumstances, President George W. Bush has depleted it of meaning. Noone can seriously claim that the subsidies paid by NED will make international terrorism go away. The claim that the US troops have toppled Saddam Hussein to offer democracy to Iraqis, cannot be asserted more persuasively.

Furthermore, citizens all over the world that fight for democracy have become distrustful. They now understand that the aid offered by NED and its tentacles is in fact aimed at manipulating and snaring their country. This is why they are increasingly refusing the contributions “with no strings or sticks attached” offered to them.

Also, US heads from different channels of corruption have tried to silence the system once again. After the CIA dirty tricks and the transparency of NED, they envisage creating a new structure that would replace a discredited package. It would not be managed by trade unions, management and the two big parties, but by multinationals on the model of the Asia Foundation.

In the eighties, the press revealed that this organization was a CIA cover to fight communism in Asia. It was then reformed and its management was entrusted to multinationals. (Boeing, Chevron, Coca-Cola, Levis Strauss etc…). This re-styling was enough to give the impression that it was non- governmental and respectable – a structure that never stopped serving the CIA. After the dissolution of Russia, it was replicated: the Eurasia Foundation, whose mandate extends covert action to the New Asian states.

Another issue that sparks debate is if the contributions for “promoting democracy” would have to take the exclusive form of contracts to carry out specific projects or subsidies with no duty to reach targets. The first option offers better legal cover but the second is a much more efficient tool of corruption.

Given this panorama, the requirement laid down by Vladimir Putin and Vladisl Surkov to regulate the funding of NGOs in Russia is legitimate even if the bureaucracy they have set up for doing so is outrageous and difficult to satisfy. The instrument of NED, put in place under the authority of the US NSC not only fails to support attempts at democracy all over the world but poisons them.

Can Coups Defeat Elected Governments?
Trump is also extremely easy to parody and demonize, which adds fuel to the already raging inferno.

Introduction

[dropcap]W[/dropcap]ashington has organized a systematic, global, no holds barred campaign to oust Republican Presidential candidate Donald Trump from the electoral process. The virulent anti-Trump animus, the methods, goals and mass media resemble authoritarian regimes preparing to overthrow political adversaries.

Comparable propaganda efforts led to political coups in Chile in 1973, Brazil 1964, and Venezuela in 2002. The anti-Trump forces include both political parties, a Supreme Court judge, Wall Street bankers, journalists and editorialists of all the major media outlets and the leading military and intelligence spokespeople.

Washington’s forcible and illegal ouster of Trump is part and parcel of a world-wide campaign to overthrow leaders and regimes which raise questions about aspects of the imperial policies of the US and EU.

We will proceed to analyze the politics of the anti-Trump elite, the points of confrontation and propaganda, as a prelude to the drive to oust opposition in Latin America, Europe, the Middle East and Asia.

The Anti-Trump Coup

[dropcap]Ne[/dropcap]ver in the history of the United States, has a President and Supreme Court Judge openly advocated the overthrow of a Presidential candidate. Never has the entire mass media engaged in a round-the-clock one-sided, propaganda war to discredit a Presidential candidate by systematically ignoring or distorting the central socio-economic issues of their opposition.

The call for the ouster of a freely elected candidate is nothing more or less than a coup d’état.

Leading television networks and columnists demand that the elections be annulled, following the lead of the President and prominent Republican and Democratic Congressional and Party leaders.

Washington’s forcible and illegal ouster of Trump is part and parcel of a world-wide campaign to overthrow leaders and regimes which raise questions about aspects of the imperial policies of the US and EU.

In other words, the political elite openly rejects democratic electoral processes in favor of authoritarian manipulation and deception. The authoritarian elite relies on magnifying tertiary, questionable personal judgement calls to mobilize coup backers.

They systematically avoid the core economic and political issues which candidate Trump has raised – and attracted mass support – which challenge fundamental policies backed by the two Party elites.

The Roots of the Anti-Trump Coup

Trump has raised several key issues which challenge the Democratic and Republican (Republicrat) elite.

Trump has drawn mass support and won elections and public opinion polls by:

(1) rejecting the free trade agreements which has led major multinationals to relocate abroad and disinvest in well-paying industrial jobs in the US

(2) calling for large scale public investment projects to rebuild the US industrial economy, challenging the primacy of financial capital.

(3) opposing the revival of a Cold War with Russia and China and promoting greater economic co-operation and negotiations.

(4) rejecting US support for NATO’s military build-up in Europe and intervention in Syria, North Africa and Afghanistan.

(5) questioning the importation of immigrant labor which lowers job opportunities and wages for local citizens.

The anti-Trump elite systematically avoid debating these issues; instead they distort the substance of the policies.

Instead of discussing the job benefits which will result from ending sanctions with Russia, the coupsters screech that ‘Trump supports “Putin, the terrorist”.

Instead of discussing the need to redirect investment inward to create US jobs, the anti-Trump junta mouth clichés that claim his critique of globalization would ‘undermine’ the US economy.

To denigrate Trump, the Clinton/Obama junta resorts to political scandals to cover-up mass political crimes. To distract public attention, Clinton-Obama falsely claim that Trump is a ‘racist’, backed by David Duke, a racist advocate of “Islamophobia”. The anti-Trump junta promoted the US- Pakistani parents of a military war casualty as victims of Trump’s slanders even as they rooted for Hillary Clinton, promotor of wars against Muslim countries and author of military policies that sent thousands of US soldiers to their grave.

Obama and Clinton are the imperial racists who bombed Libya and Somalia and killed, wounded and displaced over 2 million sub-Saharan Black-Africans.

Obama and Clinton are the Islamaphobes who bombed and killed and evicted five million Muslims in Syria and one million Muslims in Yemen, Afghanistan, Pakistan and Iraq.

In other words, Trump’s mistaken policy to restrict Muslim immigration is a reaction to the hatred and hostility engendered by the Obama-Clinton million-person Muslim genocide.

Trump’s “America First” policy is a rejection of overseas imperial wars – seven wars under Obama-Clinton. Their militarist policies have inflated budget deficits and degraded US living standards.

Trump’s criticism of capital and job flight has threatened Wall Street’s billion-dollar profiteering – the most important reason behind the bi-partisan junta’s effort to oust Trump and the working class’s support for Trump.

By not following the bi-partisan Wall Street, war agenda, Trump has outlined another business agenda which is incompatible with the current structure of capitalism. In other words’ the US authoritarian elite does not tolerate the democratic rules of the game even when the opposition accepts the capitalist system.

Likewise, Washington’s quest for ‘mono-power’ extends across the globe. Capitalist governments which decide to pursue independent foreign policies are targeted for coups.

Obama-Clinton’s Junta Runs Amok

[dropcap]W[/dropcap]ashington’s proposed coup against Trump follows similar policies directed against political leaders in Russia, Turkey, China, Venezuela, Brazil and Syria.

Russian President Putin has been demonized by the US propaganda media on an hourly basis for the better part of a decade. The US has backed oligarchs and promoted economic sanctions; financed a coup in the Ukraine; established nuclear missiles on Russia’s frontier; and launched an arms race to undermine President Putin’s economic policies in order to provoke a coup.

The US backed its proxy Gulenist ‘invisible government’ in its failed coup to oust President Erdogan, for failing to totally embrace the US Middle East agenda.

Likewise, Obama-Clinton have backed successful coups in Latin America. Coups were orchestrated in Honduras, Paraguay and more recently in Brazil to undermine independent Presidents and to secure satellite neo-liberal regimes. Washington presses forward to forcibly oust the national-populist government of President Maduro in Venezuela.

Washington has escalated efforts to erode, undermine and overthrow the government of China’s President Xi-Jinping through several combined strategies. A military build-up of an air and sea armada in the South China Sea and military bases in Japan, Australia and the Philippines; separatist agitation in Hong Kong, Taiwan and among the Uyghurs; a US- Latin American-Asia free trade agreements which excludes China.

Conclusion

[dropcap]W[/dropcap]ashington’s strategy of illegal, violent coups to retain the delusion of empire stretches across the globe, ranging from Trump in the US to Putin in Russia, from Erdogan in Turkey to Maduro in Venezuela to Xi Jinping in China.

The conflict is between US-EU imperialism backed by their local clients against endogenous regimes rooted in nationalist alliances.

The struggle is ongoing and sustained and threatens to undermine the political and social fabric of the US and the European Union.

The top priority for the US Empire is to undermine and destroy Trump by any means necessary. Trump already has raised the question of ‘rigged elections’. But each elite media attack of Trump seems to add to and strengthen his mass support and polarize the electorate.

As the elections approach, will the elite confine themselves to verbal hysteria or will they turn from verbal assassinations to the ‘other kind’?

Obama’s global coup strategy shows mixed results: they succeeded in Brazil but were defeated in Turkey; they seized power in the Ukraine but were defeated in Russia; they gained propaganda allies in Hong Kong and Taiwan but suffered severe strategic economic defeats in the region as China’s Asian trade policies advanced.

As the US elections approach, and Obama’s pursuit of his imperial legacy collapses, we can expect greater deception and manipulation and perhaps even frequent resort to elite-designed ‘terrorist’ assassinations.

Russian Military Options in Syria and the Ukraine

The object is the defeat and destruction of Russia as an independent world power.

The past two weeks have been rich in military developments directly affecting Russia:

Syria:

1) Russia has announced that she will transform the Khmeimim airfield into a full-fledged military base with a permanently deployed task force.

2) Russia will deploy her heavy aircraft-carrying missile cruiser (often referred to in the West as an “aircraft carrier”) Admiral Kuznetsov to the eastern Mediterranean to check the combat capabilities of the ship and its strike group and to engage, for the very first time, the state-of-the-art Ka-52K Katran helicopters.

The Ukraine:

1) Following the failure of the Ukronazis to infiltrate saboteurs on the Crimean Peninsula, which President Putin called “stupid and criminal”, Poroshenko has now ordered a reinforcement of his military forces on the border with Crimea and eastern Ukraine and placed its military on its highest alert.

2) The authorities in Kiev decided not to accept the credentials of the new Russian ambassador to the Ukraine.

3) President Putin declared that in this context, negotiations with Kiev are “pointless”.

While not directly connected, all of these news items point to a possible military escalation which could result in Russia having to engage her military in combat operations in Syria, Crimea and Novorussia. Thus is makes sense at this point to review the Russian options in all these theaters of war.

The Syrian theater:

[dropcap]T[/dropcap]here is a great deal of misunderstanding about the Russian military options in Syria. Just as the major Russian military intervention which was initially expected failed to materialize (the actual Russian intervention was very limited in both size and time), the reinforcement of the Khmeimim airbase will not result in a major strategic shift in the regional balance of power. A couple of reminders:

First, the Russian naval base at Tartus is not really a “naval base” at all. It is a port which the Russian Navy has been using, but it lacks the capability to dock large ships and it is not defended in the way a normal Russian military base would be. In fact, the Russians refer to it as a “пункт материально-технического обеспечения“ or “material-technical supply point”. It is possible, even likely, that in time Russia will expand and reinforce Tartus, but for the foreseeable future Tartus will not be a major military outpost for the Russian Navy.

Defense Minister Shoigu did, in fact, clearly spell out what the purpose of the Russian presence in Khmeimim will be: a) to attack terrorists and b) to defend Russian nationals. Again, these are very limited goals which will be attained by using limited means. To be sure, Khmeimim will also become a crucial intelligence hub for Russia and, once the airbase is expanded, the Russian search and rescue capabilities will be dramatically enhanced. For both of these task Russian special forces will be permanently stationed at the airbase. Finally, the Russians will increase the size of the runways to make it accessible to the heaviest Russian transport aircraft. But the fundamental characteristic of the Khmeimim airbase will always be that it will remain vulnerable due to its location and long distance from Russia.

Second, the airbase in Khmeimin is located in a very dangerous spot: roughly 1000 km from the Russian border and only 50km from the Turkish border. It is also nicely wedged right between the CENTCOM “area of responsibility” and NATO.  This is most definitely not a location you want to try to threaten US forces from. Finally, this is also not a location which Russia would defend with nuclear forces.

As for the deployment of the Kuznetsov, which is primarily a formidable air defense ship, it will allow the Russians to get a much fuller signal intelligence picture of the region and will provide solid protection for both Tartus and Khmeimim. The first-time deployment of the Ka-52K (which were initially commissioned to be deployed on the French “Mistrals”) will be a testing side show but not a crucial game changer in the war.

All in all, the Russians are most definitely increasing their capabilities and the range of options to chose from different options depending on the evolution of the situation. At this point, there are no signs of a major shift in the Russian position: ever since the “semi-withdrawal” of Russian Aerospace forces from Syria, Russia is still counting primarily on her long-range bombers (Tu-22M3). These can, if needed, be supplemented by Su-34/Su-30/Su-35 strike groups flying out of southern Russia.

The Ukrainian theater:

[dropcap]T[/dropcap]he situation in the Ukraine is much more unpredictable than the one in Syria and it has been so for a long while now. Almost every week we saw warnings about a possible Ukrainian attack, sometimes even announced as “imminent” and then that attack fails to materialize. The dangerous thing about these false warnings is that they were not false at all and that these attacks truly could have happened almost any week. Worst of all, there is now a “boy who cried wolf” phenomenon taking place where everybody is becoming bored with the endless warnings about an imminent Ukronazi attack. The problem is that, of course, such attack is becoming more and more likely with every passing day.

There are those who argue that an Ukronazi attack against Crimea would be suicidal, and they are absolutely correct, and that an Ukronazi attack against Novorussia would be exceedingly unlikely to succeed, and they are correct again. The assumption here is that the regime in Kiev is capable of rational calculation and that the purpose of such an attack would be victory. But, in reality, victory was never a Ukronazi goal. Instead, the goal was always to draw Russia into an open war. The Ukronazis themselves are deluding themselves in the hope that they will get to do what the Croats did in 1995 when they, backed by the full airpower of NATO, attacked the (disarmed) Croatian Serbs in the so-called “Krajinas”. In reality, the situation in the Donbass is totally different: not only are the Novorussians not disarmed like the Krajina Serbs were (all their “heavy weapons” were in UNPROFOR controlled depots), but unlike the poor Serbs (who were betrayed by Milosevic), the Novorussians know that if things get tough Russia will back them, including by deniable long-range artillery strikes (as she did in July 2014). As for Crimea, even the most deluded Ukrainians must realize by now, even if they don’t admit this, that they will never retake Crimea.

[dropcap]T[/dropcap]he problem for Russia is that while the regime in Kiev is slowly rotting into irrelevance, there is only one thing which the Ukraine can offer the AngloZionist Empire: to become the sacrificial lamb in a desperate effort to provoke Russian into an intervention and thereby make the current “tepid war” between NATO and Russia fully irreversible or even “hot”.  An overt Russian counter-attack in the Donbass, or even from Crimea, is every Neocon’s dream come true.

So far, all the Ukronazis were capable of doing is constantly shelling the civilians of the Donetsk and Lugansk republics which, being 100% dependent on Moscow, had to put up with this infamy even though scores of innocents civilians have been killed every day. There is also a lot of indirect evidence that the military capabilities of the Novorussians have dramatically increased over the past year or so and that makes it even more frustrating for them to put up with the constant provocations and murders of civilians. The Kremlin, however, has evidently decided that a small and steady stream of murdered civilians in the Donbass is still preferable to a full-scale military operation followed by, and this is often overlooked, the occupation of some part of the Ukrainian territory. Indeed, once you occupy it – you own it and you are responsible for it. Nobody in Russia is willing to shoulder the costs of a war and the subsequent occupation and reconstruction of a territory currently under Ukronazi control. Finally, why give the regime in Kiev a life-saving distraction when it does such a world-class job of slowly but surely destroying itself?

The paradox here is that the Russian strength is also the Russian weakness: chances are that the Novorussians are capable of not only stopping a Ukronazi attack, but even of an operationally deep counter-attack. Thus, it is most likely that Russia herself would not be pulled into an overt war over the Donbass. But in Crimea there are no Novorussians, no Donetsk or Lugansk people’s republics. In Crimea there are only Russians and Crimea is Russia. Thus any Ukronazi attack on Crimea would be a direct act of war against Russia which Russia could not ignore or reply to by using a “voentorg” + “northern wind” combo (voentorg: covert supplying of weapons; “northern wind” covert supplying of military specialists). If Crimea is attacked, the Russians will have to strike back, whether they want it or not.

If that happens, the Russian counter-strike will most likely be limited and will probably focus on the forces directly responsible for the attack. But if the Ukronazis use their artillery from well-entrenched positions to unleash a steady barrage on the towns of northern Crimea or if, God forbid, the Ukronazis use ballistic missiles to target major urban centers in Crimea, the Russians will have no choice but to counter-attack swiftly and decisively. And since 8/8/8 it has become clear that the West will *always* blame Russia, even if she is first attacked by another party.

[dropcap]I[/dropcap]n purely military terms, any conflict between the Russian armed forces and the Ukronazis would be a massacre: all the Ukrainians can bring to the battlefield are numbers, but they are completely out-gunned, quantitatively and, even more so, qualitatively by the Russians. The Russian artillery is currently the most capable on the planet, it is even far superior to anything in the West, and its effects on the Ukrainian military have been absolutely devastating in the past. Russia has an unique combination of UAV (Unmanned Aerial Vehicle) and EW (Electronic Warfare) capabilities which are directly plugged-in into the targeting systems of Russian multiple-rocket launchers which can reach as far as 90km into the enemy’s rear. Finally, the Russians have been working for years on advanced submunitions and thermobaric warheads which can be used with devastating effect on armored forces and fortified positions.

This combo of UAV and advanced multiple-rocket launchers form what the Russians call a “reconnaissance-strike complex” or RSC (разведывательно-ударный комплекс) which is a concept first developed by the Soviets as far back as the 1960s. The RSC fully integrates all the following elements: reconnaissance, guidance, electronic counter-measures, navigation and engagement of high-precision weapons.

Now, with the advent of new UAV and counter-battery radars, this concept has reached its full maturity and is now the cornerstone of Russian combined-arms operations. What this all means in practical terms is that the Russians now have the capability to completely destroy several mechanized battalions in only 2-3 minutes. And there is nothing, nothing at all, which the Ukrainians could do against this.

The Russians also have vastly superior armor, electronic warfare capabilities, aerospace forces, intelligence and reconnaissance capabilities, training – you name it. The Ukrainians don’t stand a chance.

One big canard is the notion that US deliveries of “lethal weapons” to the Ukraine would somehow tip the balance. In reality, no amount of weapons would make any difference. Russian capabilities today are as far superior to the Ukrainian ones as the capabilities of the US military were superior to the Iraqi military in 1990 during Desert Storm. While in 1991 the Ukrainian military was nominally larger than the Russian one (the Ukraine inherited the entire Soviet strategic 2nd echelon forces), it did not have a war in Chechnia to force it to begin reorganizing like the Russian one had to, nor did it have a President like Putin who as soon as he came to power embarked on an immense military reform whose fruits are now finally showing. As a result, the Russians have now achieved several generational breakthroughs while the Ukrainians are basically stuck with 1980s gear and a completely disorganized, corrupt and incompetent military. It will take the Ukraine decades to catch-up to the Russians, and that only if some kind of highly improbable economic miracle happens.

Conclusion:

[dropcap]T[/dropcap]he wars in the Syria and the Ukraine are, as is so often the case, largely predetermined by geography. There is really nothing Russia could do to meaningfully and directly oppose the US military in the Middle-East or the Mediterranean. Likewise, there is nothing the US can do to meaningfully and directly oppose the Russian armed forces in eastern Ukraine. This is why both sides will try to act indirectly, on the margins, via proxies but without getting directly exposed. While this strategy is fundamentally sound, it is also dangerous because indirect warfare by proxy is harder to control and leaves both sides open to provocations, false flag operations and the covert involvement of third parties. This is why both wars are so frustrating to follow: on one hand all sorts of highly speculative scenarios cannot be simply dismissed, but on the other hand, nothing much seems to be happening. And when something finally does happen, it is unclear as to what the possible consequences might be. Finally, both wars involve highly ideological and fundamentally irrational actors (the Ukronazis, the Daesh crazies, the Neocons) who cannot be counted on to act rationally. Alas, all the theories of deterrence always assume a rational actor. But how do you deter a delusional maniac?

The Russian options in both of these conflicts are limited by objective circumstances and by larger political considerations. I would argue that Russia has done an absolutely amazing job in Syria with very limited means and in a supremely dangerous environment. As for the Donbass, I would be much more nuanced. And while I do believe that Russia took the right decision by not overtly sending her armed forces in the eastern Ukraine, I also have to admit that she also showed poor timing and even indecision in dealing with the Nazi crazies in Kiev: it took the Russians a long time to get the Voentorg and “Northern Wind” up and running and while this was the correct response, it was also one which took a long time to become fully effective. Then there is the issue of the (now former) Russian ambassador to Kiev, Mikhail Zurabov, who was totally ineffective in getting anything done at all (while he was left in place for so long is still a mystery to me). True, Zurabov had nobody to speak to, but that does not justify him cozying up and playing buddies with Poroshenko as he reportedly did. Now that the Russians have finally appointed a competent person to this role, Mikhail Babich, the Ukrainians are refusing to accredit him which, apparently, the Kremlin is accepting with bizarre equanimity. In December, Putin also appointed another very powerful figure, Boris Gryzlov, a permanent member of the Security Council of the Russian Federation, as the plenipotentiary representative of the Russian Federation in the Contact Group on settlement of the situation in Ukraine. It took Russia a very long time, but now with Gryzlov and Babich involved, Russia is finally involving some high octane personalities in the negotiations process dealing with the war in the Ukraine. Again, a good decision, but a very belated one.

Could this also indicate that the Russians have information that something major will happen with the Ukraine? Possibly. I sure don’t know, but it does look to me that they are preparing for something.

As for Syria, the Russian are trying to increase their options, but it is unlikely that anything major happens before the next US administration comes in. Besides, with Erdogan still busy with his crackdown on any opposition, it is also unclear what course Turkey will take once the purges are completed.

And then this, just in:

[dropcap]A[/dropcap]ccording to al Masdar news (https://www.almasdarnews.com), Iran has just granted Russia the right to use the Hamedan Air Base in western Iran. The original article entitled “Russia deploys jets at Iranian Airbase to combat insurgents in Syria (Pictures)” (https://www.almasdarnews.com/article/russia-deploys-jets-iranian-airbase-combat-insurgents-syria-pictures/) even claims to show pictures of Russian Tu-22M3s already deployed in Iran. IF this is true, this is very significant. Unlike Khmeimim, Hamedan is safe and is perfectly located to conduct military strikes in Syria and elsewhere in the Middle-East. One problem though: al Masdar is an Israeli project, part the Israel Project, a “pro-Israel public diplomacy organization founded in the United States at the height of the second intifada”. I checked with a well-informed Iranian source, and it is not confirming any of this at this time. The Russian blogger “Colonel Cassad”, however, did some investigating of his own and seems to consider that information as plausible. Other Russian sources are confirming that Russia has asked Iran to allow Russian cruise missiles to fly through Iranian airspace. It does appear like the collaboration between Iran and Russia is strengthening which is, of course, very good news.

Finally, if Erdogan is serious about collaborating with Russia and Iran against Daesh, then one way for Turkey to do that would be to open the Turkish airspace to Russian air and missile strikes against Daesh. If that happens, Russia will have the choice of four locations to launch strikes: Crimea, southern Russia (Abkhazia), Khmeimim in Syria and, hopefully, Hamedan in Iran.

A place to keep a special eye on is the Bombora military airfield near Gudauta, in Abkhazia. According to Lentra.ru, the length of the main runway is 4km (this is a mistake, the actual length is 3km) and this runway ends right on the seashore allowing aircraft to take off at very low altitudes and thereby remain under enemy radar coverage (see image next page). This airfield is currently protected by some 4000 Russian soldiers deployed in Abkhazia who are equipped by the newest Russian weapon systems and who form the backbone of the Russian 7th Base [for more on this base, see here (from and anti-Russian source) and here (including some pretty interesting photographs)]. This airfield is ideally located to become a major hub for the operations of Russian Aerospace forces.

First, as Aram Mirzaei correctly pointed out, I made a mistake and confused two websites called Al-Masdar (the source): One is the Israeli project mentioned in this article, led by chief editor Shimrit Meir. This website is called Al-Masdar.net. The other page is a pro-Syrian-Iranian-Russian news website called almasdarnews.com. I apologize for this mistake.
