Garland dissects the big lie at the center of the "Rules Based Order" marketing jingle being pushed by the Anglo-American empire, to show that it's just a modernised version of brutal feudalism. The "rules-based order" is just a new iteration of the old monarchical pecking order, with the "nobles" at the top of the power pyramid (the US/UK these days), lording over the "commoners" (France, Germany, etc.) and "peasants"—the Global South, led by the great Eurasian powers, Russia and China. As in old feudalism, the Anglo-American elite thinks that it can do as it pleases with the world—their fief—while the rest of the crowd has no real rights. "If you submit, you prosper," they warn. "If you don't, you die." But times are-a-changing, and their nakedly exploitative way of life, based on birthright entitlements and unquestioned hierarchy is falling apart.
